How the 2026 Construction Law changes your electrical project

The electrical project is part of the main design
Article 98 of the law requires that, except for stated exceptions, construction and engineering lines rest on project and cost documentation. Safety decisions within the project also need to be justified against the relevant legislation and state norms.
This means an electrical design is not made up of drawings alone. Power demand, system capacity, protection arrangement, cable selection, backup power and low-current systems must form a single, coherent project.
Why does the project stage matter?
A new building, a renovation of an existing one, or simply the replacement of a specific electrical system may not be subject to the same procedure. The intended use of the building, the scope of the work and the level of responsibility affect the required project and review process.
For this reason, the following questions should be clarified before work begins:
- Is the work new construction, renovation or technical modernisation?
- Is project and cost documentation required?
- Which reviews or expert opinions are required?
- Who holds responsibility for design, implementation and control?
Handover is not simply the completion of installation
Article 134 of the law sets out the responsibilities of the client, technical supervision and the design author in the acceptance of buildings within its scope. Whether the implementation matches the project, the quality of construction and the required declarations become part of the handover process.
For electrical works, this approach makes it important to keep up-to-date drawings, test records, equipment documents and open items in order throughout implementation.
